This week in the Law School
Groups and centers hold final meetings, board elections, and celebrations of the year this week. On Friday, the first candidate for Director of Student Affairs will present and take your questions. Also Friday, WFIU will be in Baier Hall for a live broadcast of its Noon Edition program, posing the question, "Are We in a Constitutional Crisis?" with Professors Conkle and Sanders. And on Thursday, beloved former Indiana Law professor Ajay K. Mehrotra, now a professor at Northwestern's law school, will talk on "Nixon's VAT" in the annual Fuchs Lecture.

Dr. Nazif Shahrani is an emeritus professor of anthropology, Central Asian studies, and Middle Eastern Languages and Cultures at the Hamilton Lugar School of Global and International Studies. Dr. Shahrani will discuss anthropological approaches to the study of legal traditions and cultures of the Muslim Middle East and North Africa—specifically studies of how courts and judges function in the MENA region.

From Safe Houses to Court Houses: Spies, Secrets, and the International Law of Intelligence

Join us for a special student-focused event celebrating Professor Asaf Lubin’s forthcoming book, The International Law of Intelligence: The World of Spycraft and the Law of Nations (Oxford University Press, fall 2025). Lubin will participate in an open conversation with two leading international law and national security law scholars: Dr. Leah West, associate professor of international affairs at Carleton University, and Dr. Russell Buchan, professor of international law at University of Reading. In this informal conversation, the three speakers will discuss the book’s core arguments and explore the emerging role of international law in regulating intelligence activities—from espionage and surveillance to covert action and cyber operations. At a time of rising geopolitical tensions and rapid technological change, understanding the legal landscape of spycraft is more important than ever. Food will be served, and a reception will follow. Fuchs Lecture: Prof. Ajay K. Mehrotra on "Nixon’s VAT: Lawyers, Economists, and the Rise and Fall of the National Value-Added Tax to Fund Education"

Abstract:
This paper explores the rise and fall of Nixon’s education VAT. It identifies and analyzes the key economic, social, political, and legal conditions that gave rise to several VAT proposals in the late 1960s and early 1970s, including Nixon’s failed VAT for education. This paper also seeks to explore the broader forces, seminal events, and pivotal historical figures that resisted the VAT during this period and why these efforts were successful in rejecting this potential national revenue source. The paper focuses, in particular, on the epistemic community of tax experts, mainly lawyers and economists, who both supported and opposed a U.S. VAT. These experts played a fundamental role in the rise and fall of Nixon’s VAT.
Ajay K. Mehrotra is the Stanford Clinton Sr. and Zylpha Kilbride Clinton Research Professor of Law at the Northwestern Pritzker School of Law, and an Affiliated Professor of History at Northwestern University. He is also a Research Professor and former Executive Director of the American Bar Foundation (ABF), an independent, non-profit research institute that focuses on the empirical and interdisciplinary study of law. Prof. Mehrotra is a former beloved professor of law at Indiana Law—please attend and welcome him back to Bloomington!

Public radio station WFIU will broadcast its weekly public affairs program Noon Edition live from Baier Hall. The topic will be “Are We in a Constitutional Crisis?” Guests will include Professors Dan Conkle and Steve Sanders, as well as Chris Daley, executive director of ACLU of Indiana. Faculty, staff, and students are welcome to join the audience. Doors will open at 11:30 a.m., and audience members must be in their seats before the broadcast starts at noon.
CACR Cyber Conversations (CCCs): The Many Paths into the Cybersecurity Profession

Cybersecurity careers rarely follow a straight line—and that’s exactly what makes them so interesting! In this CCC, Cory Gleyze (CACR) and Megha Moncy (OmniSOC) share their personal journeys into the field, from backgrounds in marketing and dentistry to roles in cybersecurity. They’ll highlight the transferable skills that helped them make the leap, and reflect on broader trends of the cybersecurity workforce in 2025. This session invites both students exploring cybersecurity and experienced professionals with stories of their own to join a discussion about career growth, pivoting paths, imposter syndrome, and what it means to find your place in a changing field. JLAP: Law and Addiction

The Judges and Lawyers Assistance Program and the Monroe County Substance Use Disorder Awareness Commission (SUDAC) have coordinated to present this discussion about the issue of addiction, specifically among attorneys, either personally or regarding their practice, followed by a short entertaining and informative film about addiction, and will conclude with information on sources of help for anyone dealing with addiction issues.
This event is approved for 1.5 hours of CLE credit.
