ILLINOIS PASSES DEATH PENALTY REFORM BILL
On Nov. 19, after three years of debate, the Illinois legislature passed a landmark death penalty reform bill. Professor Joseph Hoffmann was involved in drafting the Fundamental Justice Amendment, which is included in the bill. The amendment gives the Illinois Supreme Court the authority to review facts and circumstances in death penalty cases and to override a jury's decision in those cases.
Hoffmann is continuing his work as co-chair of a new panel of scientific and legal experts charged with crafting a proposal to reinstate capital punishment in Massachusetts for a narrow set of crimes. The committee's proposal could also serve as a model for death penalty reform in other states. Hoffmann says the final proposal is scheduled to be presented to Massachusetts Governor Mitt Romney by January.

The Public Interest Law Foundation (PILF) invites faculty and students to our annual Fall Faculty Reception, which will be held from noon to 2 p.m. on Monday, Nov. 24, in the Student Lounge. This event provides an excellent opportunity for students to make connections with like-minded professors.
ELS PIZZA AND CHAT WITH PROFESSOR FISCHMAN TODAY
Professor Robert Fischman will speak to the Environmental Law Society (ELS) about his recent book, The National Wildlife Refuges: Coordinating a Conservation System through Law, at noon on Monday, Nov. 24, in room 124. Published by Island Press, Professor Fischman's book provides a comprehensive examination of the laws and policies governing management of the national wildlife refuges, offering for the first time a practical description and analysis of the management regime outlined in the 1997 National Wildlife Refuge System Improvement Act. The book describes the National Wildlife Refuge System and its legal history, discusses oil and gas development in refuges, and offers observations about how well the refuge system law resolves historic tensions and achieves modern conservation goals.
The National Wildlife Refuge System is an important model for sustainable resource management, and the book's analyses of the refuge system's ecological management criteria, conflicts between primary and subsidiary uses, and tension between site-specific standards and uniform national goals all offer important lessons for environmental governance generally.
