NEWS FROM THE FACULTY
Daniel Conkle participated in a symposium at the University of Arkansas at Little Rock, September 19 and 20. The symposium focused on the Religious Freedom Restoration Act of 1993 and its recent invalidation by the Supreme Court. Professor Conkle presented remarks on "Congressional Alternatives in the Wake of City of Boerne v. Flores: The (Limited) Role of Congress in Protecting Religious Freedom from State and Local Infringement."
Professor Conkle will testify on October 1 before the Judiciary Committee of the United States Senate, which is holding a hearing on "Congress's Constitutional Role in Protecting Religious Liberty." This congressional hearing, like the Little Rock symposium, is in response to the Supreme Court's invalidation of the Religious Freedom Restoration Act.
David Fidler's book proposal entitled International Law and Infectious Diseases has been accepted for publication by Oxford University Press in the Oxford Monographs on International Law Series.
Bill Popkin attended a conference at the Harvard Law School's International Tax Program dealing with taxation of the Internet, September 20. The goal was to advise students working at the Harvard Journal of Legislation on drafting a model statute. Primary attention was given to problems of using the Internet as a sophisticated catalogue for mail orders and as a method of delivering goods and services that are presently purchased over the counter or face-to-face.
