This week in the Law School
ILA congratulates our 2024 Sherman Minton Moot Court champions, LuLu Faulk and Allyson McBride. Thank you to the Advocacy Board, the student volunteers, all 88 competitors, and the alumni, faculty, and staff who made this year's competition possible. For our rising 2L and 3Ls, if this year's competition has inspired you to participate in future moot court competitions, join Prof. Lane McFadden for an information session on Tuesday at noon.
This Friday the Law School welcomes its Board of Visitors and inducts the 2024 Academy of Law Alumni Fellows. This year's recipients are Gary L. Davis '82; Renee R. McDermott '78 (inducted posthumously); Ted A. Waggoner '78; and Prof. Bill Weeks '79. Induction into the ALAF is the highest honor the Law School can bestow upon its alumni.

CACR speaker series: Richard Harknett
Noon - 1 p.m. in the Faculty Conference Room and on Zoom
"What Cyber Persistent Engagement and Defend Forward Mean for National and Local Cyber Strategies: The Anticipatory Challenge."
The United States has shifted its approach to the challenge of cyber insecurity through the adoption of a National Cyber Strategy focused on persistently engaging in the limitation, frustration, and disruption of adversary cyber campaigns. The DoD strategy of Defend Forward reconceptualizes how to manage strategic competition in and through cyberspace. The United Kingdom, Netherlands, South Korea, Japan, and others have all adopted in the last year a more anticipatory footing toward reducing cyber insecurity. This talk will examine the core theoretical logic behind this shift—the concept of initiative persistence and what it means for education, workforce development and whole of nation-plus postures.
Dr. Richard J. Harknett is Professor and Director of the School of Public and International Affairs and Chair of the Center for Cyber Strategy and Policy at the University of Cincinnati, and co-directs the Ohio Cyber Range Institute. He served as Scholar-in-Residence at U.S. Cyber Command and the National Security Agency.

Tax Policy Colloquium: Informal Tax Guidance's Impact
9:50 - 11:50 a.m. on Zoom
Emily Cauble is Thomas G. Ragatz Professor of Tax Law at University of Wisconsin Law School. The abstract:
This article presents the results of a new survey of 2191 U.S. adults designed to gain insight into the impact that statements in informal IRS guidance have on non-expert taxpayers. The results of the survey demonstrate that such statements (taken from actual guidance) are susceptible to interpretations that are inconsistent with actual tax law. This finding suggests a potential role for studying how non-experts actually interpret guidance – to supplement analysis of technical measures of its readability and reliance on expert review.
Approved for two Indiana CLE credits.
