TALK ON ISSUES FACING EAST ASIA WEDNESDAY
Thomas Fingar, principal deputy assistant secretary for the U.S. Department of State's Bureau of Intelligence and Research, will be speaking about issues surrounding China, Japan, and Korea at 7 p.m. on Wednesday, Sept. 10, in the Moot Court Room. The League of Women Voters is joined by the East Asian Studies Center and the School of Law as co-sponsors for this presentation. Fingar's talk will be followed by a question-and-answer discussion with the audience. All are invited and encouraged to attend.
At the U.S. Department of State, Fingar's responsibilities include supervision of analytical work on every country and region and transnational issues such as trade, refugees, arms transfers, and weapons of mass destruction. Fingar's previous positions in the department include acting assistant secretary for intelligence and research (2000-2001), deputy assistant secretary for analysis (1994-2000), and director of the Office of Analysis for East Asia and the Pacific (1989-1994). He has also served as co-director of the U.S.-China Education Clearinghouse for the National Academy of Sciences, as an advisor to the Office of Technology Assessment, and as a consultant to numerous U.S. government agencies and private sector organizations.
Fingar received an AB in government and history from Cornell University in 1968, and an MA and PhD in political science from Stanford University in 1969 and 1977 respectively. He is the author of numerous books and articles, mostly on China and China's quest for independence.
EVENTS & LECTURES
SPEA-LAW RECEPTION THURSDAY
Professor Rob Fischman will host an informal reception for enrolled and prospective SPEA-Law joint degree students from 5:30 to 7 p.m. on Thursday, Sept. 11, at his home. This is a great opportunity for joint students to catch up with each other and to meet students who are now enrolling in the program. Faculty involved in advising the program will also be on hand to answer questions. If you think you might be interested in the joint degree program, please come by to talk with students and faculty.
Professor Fischman lives a few blocks south of the Law School at 823 S. Fess Ave., between First Street and Maxwell Lane. Current joint degree students should have received individual e-mails about this event. NEWS FROM THE FACULTY
Professor Sarah Hughes was a panelist at a session on payments law at the American Bar Association's annual meeting in San Francisco. Hughes presented results of her white paper on federal check truncation legislation that she prepared for the National Conference of Commissioners on Uniform State Law. Hughes also addressed several consumer financial services companies in the Dallas-Fort Worth area in late August on the USA Patriot Act.
This summer, Professor Marshall Leaffer taught a course on comparative copyright law at the Tulane University Law School's program in Amsterdam.
Professor David Snyder published two articles over the summer: "Private Lawmaking," in the Ohio State Law Journal, and "Closing the Deal in Contracts: Introducing Transactional Skills in the First Year," a transcript of a short paper Snyder gave at the meeting of the section on contracts of the Association of American Law Schools.

STUDENT/ALUMNI GOLF OUTING NEXT WEEK
The annual golf outing will be held at the Bloomington Country Club next week on Friday, Sept. 19. The shotgun start is at 12:30 p.m. Lunch will be provided, along with prizes. Information tables will be set up on a daily basis during lunch hour in the lobby. Being a good golfer is NOT a prerequisite. Wanting to have some fun on a nice golf course is! 2004 JESSUP INTERNATIONAL LAW MOOT COURT COMPETITION
Applications are now being accepted for the 2004 Jessup Moot Court competition. Jessup is an external competition involving international law issues. This year's problem will relate to the International Criminal Court. Law schools throughout the United States and abroad participate in this competition, which involves regional tournaments early in the spring semester and the "international round" in April. The IU team will include four students and will be coached by Professor Hannah Buxbaum. During the fall semester, team members will produce a written memorial (analogous to a brief). Oral arguments will take place during the spring semester. For further details on the competition, visit www.ilsa.org.
All applications are welcome! Previous moot court experience and relevant course work will be considered, but neither is required. Priority will be given to upperclass students. Please submit a current resume and a statement of interest (covering relevant experience, reasons for interest in the competition, and commitment to study of international law) to Dean Fromm no later than Friday, September 12. Applications will be reviewed by Fromm and a faculty committee.

The Admissions Office is seeking student volunteers to participate in the Student Ambassador Program. As a student ambassador, you will give prospective applicants and visitors tours of the school, take them to class, and answer general questions about the school, program, and community. CONFERENCE ON CHILDREN, MENTAL HEALTH, AND THE LAW
On Sept. 23, leaders from the legal community, the health field, and the legislature will meet in Indianapolis to discuss legal issues concerning children with mental illness. The Indiana State Bar Association's Civil Rights of Children Committee, Children's Law Center, and the American Bar Association's Juvenile Justice Center are sponsoring this seminar. Attorneys can obtain 6 CLE hours and mental health professionals can obtain 6 CEU hours. Law School and other university students are also encouraged to attend. The cost for students is only $50.

The purpose of "Children, Mental Health, and the Law: Breaking Barriers to Care" is to educate members of the bar, mental health professionals, and the public on the complexity of the legal issues, the resources available, and how to best use those resources. The program is also designed to explore public policy initiatives and funding sources. The ultimate goal is to better serve the children of Indiana who suffer from mental illness.
Specific topics on the program's agenda include mental health and kids in court, overcoming obstacles to meeting children's mental health needs, understanding and using mental health assessments in court, and overcoming legislative barriers and funding constraints to improve access to services.
