The use of drugs tends to prove involvement with drugs which is some evidence of probable willingness to distribute of drugs. It is common knowledge that many drug users also sell drugs to support their habits. It is common sense that a drug user is more likely to sell drugs than a non-drug user, so the evidence helps narrow down the field of suspects (identity).
